Dr. Felicia Wilkins-Turner is a member of the Lumbee Tribe of North Carolina (NC). She has more than 25 years of professional experience in instruction, training, research and management areas. She holds an earned BS degree in Mathematics from the University of NC at Pembroke and a Masters and Doctorate degree in Educational and Public Administration from The Pennsylvania State University (Penn State). She has held positions at the University level as a faculty member and administrator as well as teaching Mathematics at the junior high and high school levels. Her University Administration experiences sharpened her leadership skill needed for the position of Regional Director on the North Carolina Governor’s Human Relations Commission where she served for 10 years. An experienced researcher, she has managed, designed, and implemented several research projects including two State-wide studies for the NC Commission: Office of Minority Health and Human Relations Commission. Dr. Turner was an editing team member for the Indian Health Service Briefing Book manuscript and Indian Health Research Manuscript for USDOE Indian Health Services.
Presently Dr. Turner is coordinating a NIDRR Research Project involving four (4) Native American Tribes in Connecticut and Rhode Island. Her research is looking at those Tribal Members with Disabilities and via surveying, discovering the use, or non-use, and /or awareness of State VR services in Connecticut and Rhode Island and the Mashantucket Pequot Tribal Nation’s Native American Vocational Rehabilitation Program.
